Fallout 3 - Game Review (PC)

Part 2, The Second Opinion

Since I`ve been a die-hard Fallout fan ever since I was a little gamer, I asked my colleague Ema to allow me to share some of my thought on the latest addition to the Fallout series, from Bethesda. He mentioned earlier that opinions vary from "best game ever, worth 100/100" to "what a disappointment!" and I must admit that this probably is one of the most difficult games to review this year.

I had my share of doubts ever since I heard a Fallout 3 was going to be completely different and my doubts only accentuated when I heard "Oblivion" being mentioned in the same phrase. Fortunately, the most annoying feature in Oblivion (level scaling) didn`t make it to Fallout 3, but other features certainly did, and I can`t say I`m glad.

First of all, one of the things that I appreciated the most in Fallout 1 in 2 was the fact that it had humor, from the perk descriptions and drawings to the dialogues. Fallout 3 tries to be funny, but fails miserably and everything looks like it was written by a 5 year old with the sense of humor of a dying tree, and the dialogues are equally poor.

Admittedly, Oblivion also had a poor dialogue system, but at least Oblivion had something going in favor of it, and that was books! Yes, books and other kinds of written material, that added substance to the universe and proved that work was being done to create a believable universe with a well known history. This was also the case with Morrowind, which had a very large collection of books and scrolls that could be read throughout the game and allowed the player to understand more about the world around him. Fallout 3 replaced all these books with... burnt books! They are all over the place and serve as nothing more than a reminder that someone didn`t have enough time to fill them out with information...

Second of all, the combat is just as shown in the videos and just as I feared. Chaotic is the word that describes it best. Action Points have little meaning now since they regenerate very fast when you`re not in VATS, and the combat goes something like this: see an enemy, go into VATS, shoot the head and watch it die, take cover until you have full AP, rinse and repeat. Doesn`t that sound like fun?

The game is too easy, whether played on easy or hard, thanks to the VATS system. Increasing the difficulty just seems to add more health to the enemies, but also gives you more XP per kill. I was very surprised to see that I could clear an entire "super mutant" base at my measly level 2, just after I left the vault, with my Chinese Officers Sword! In fact, some of the best weapons in the game seem to be melee ones, since you can "dance" around enemies and avoid their fire while constantly hitting them.

Accuracy with melee weapons doesn`t seem to be a factor unless you`re in VATS, so you have two options: either play a small/big/energy weapon specialist and kill everything in sight in the VATS, or play a melee oriented fighter with stealth for nice criticals.

For ranged weapons, when you`re in VATS, accuracy seems to be determined more by luck than skill or anything else, since you can miss from 2 paces while having a 95 small guns skill or you can score a lucky head shot from 10 yards away. When using the VATS system, I`ve often seen a 95% chance to hit even with my laser rifle (and I had a 20 energy weapon skill), from quite a long distance, so I have my doubts as to how accurate the system really is. I was surprised to see that on more than one occasion I had a higher chance to hit the head than the torso, when standing face to face. What`s up with that?

I remember reading in another review that you could kill anyone you wanted, and this added extra realism to the game. I only want to mention that in fact you are not allowed to kill certain people (those required for the main plot) as they`ll only be knocked unconscious for a short time. I had lots of fun killing everyone in the vault, before escaping, only leaving the overseer`s daughter alive for the aforementioned reason. I guess she can`t stay mad at me after I knocked her out with a baseball bat for 5 times.

LOLWUT. Google browsing, easy to learn:
“Are the enemies scaled to your level?
A variation of level scaling is used to control the difficulty of the main quest, but enemies in areas that are not essential to the main quest will not be scaled to your level. Some places will be adjusted to your level when you first enter them, but they will not level up when you return - unlike Oblivion, you won't find raiders in Power Armor. “

What are you talking about, believable? It’s got some of the most outlandish and quirky takes on a PA environment ever to hit a monitor’s screen. Did you even play Fallout 2? Pop culture references by the hundreds, Monty Python cameos and that’s if you manage to utterly and completely ignore the STORYLINE, which includes but is not restricted to: cold fusion discovered, ‘40s and early 50s “duck and cover” design bits in a futuristic universe, a completely different aftermath to the 2nd World War, etc. You don’t want me posting spoilers around here so I’ll just stop there, but despite it’s immersiveness and complexity, the Fallout universe is everything BUT believable.

Since when “should” anyone pump a preset configuration into an RPG? Least of all Fallout, which you claim to be “a die-hard Fallout fan ever since [you were] a little gamer”. You should have known that one of the most solid aspects in Fallout (1 and 2) was that you could play a large variety of character styles, and there’s really nothing you “should” do when making up or specializing your character except think. -_-

Me, my colleague Alex and I'm sure everyone here at Games32 will always welcome constructive criticism. That said, making fun of some auto-correct spelling mistakes or just spelling a seldom word wrong happens even to the greatest writers, and it happened to us as well despite our efforts to avoid them.

If we talk about Fallout facts, it's not a question of "who has the biggest" article, who played the most Fallout in this world, and who is an almighty god. We know about your Fallout review published roughly the same time as ours, and think that instead of pointing us to an English lessons site, you maybe wanted to point us in the direction of your computergames.ro article.

You have your share of wrong facts there, even if you read the entire Wikipedia about Fallout, trust me. I will not go into a game of "point out the other's mistakes" because that is just childish.
Instead, I'm gonna say thank you for pointing out to our spelling mistakes, and will not go into the level scaling, because "a variation" that works on specific monsters and is not the same thing - it's a debatable problem at least.

It's easy to write 2-3 articles as a freelancer a year and publish them on a website, without any pressure and with plenty of time. When you have a review per week with a lot more work on the side, you will see it's not so hard to make some tiny mistakes from time to time.

Silent Hunter 4: Pacific U-Boat Missions
I thought a bit about how to start this. While saying that Silent Hunter IV is the best submarine simulator out there is true, it doesn't mean much, especially for new players. Saying it is one of the best simulator games out there is again accurate, but again, a bit of an understatement. Why? Well because... despite the high complexity and realism involved, Ubisoft Romania managed to develop a game that is appealing to the beginners as well, in a certain degree.

GC: Disciples 3: Renaissance
We were able to take part in 2 battles and what we saw pleased us. The transition to the 3D helped the game and gave it a better view on the battlefield. You can move the camera and this way you get a better look at the action. The units are amazing and their animations are clean and good looking. Same goes for spells and effects: you will love what you see.
Nitro Stunt Racing Stage 1
Last week I began to search some new independent games. Suddenly I stumbled upon this interesting racing game called Nitro Stunt Racing. The title sounds non-original but the content tends to be if not original, at least interesting.

Race 07
So here I am back on the road with a BMW. This time in Race 07 demo. The only racing-simulation game that really impressed me at GC. But only with the help of the Steam client which probably will become the "god" of online distribution! Anyway a big minus for this decision of playing the game only through Steam.
